PKL is honored to announce that the U.S. Department of Labor recognized PKL Services as one of the record-breaking 887 recipients of the 2025 HIRE Vets Medallion Award. We earned the Gold award after applying earlier this year and meeting the qualifications.

We are excited to announce the successful site activation of our F-16 Contract Field Team (CFT) supporting the Naval Air Warfare Development Center (NAWDC) in Fallon, Nevada.
The team provides maintenance support for the F-16 adversary aircraft fleet. The team’s primary mission includes performing specialized avionics modifications and aircraft parts harvesting to ensure mission readiness and aircraft availability for NAWDC’s advanced training programs.
We are proud of the entire team’s effort to launch this new site and look forward to a successful partnership supporting this critical U.S. Navy mission.

Earlier this year, the Republic of Singapore Air Force (RSAF) celebrated 16 years of the PEACE CARVIN V program at Mountain Home Air Force Base, Idaho. This significant milestone not only marks a long-standing collaboration but also highlights the robust partnership between PKL Services and the RSAF. During the celebration, recognition was given to 37 PKL contractors who have been on the contract since its start in 2009.
It is our honor to have worked alongside the RSAF, training and graduating multiple cohorts of pilots and maintainers through the program. As we look forward to further achievements, we remain committed to supporting the RSAF in reaching new heights and reinforcing the bond between our organizations.

PKL’s owner and founder, Mr. Sam Flores, along with his wife Pat, have continued their longstanding support of the San Diego Police SWAT team with a significant donation. The Flores family has generously provided a Tac-Cat, a custom-built, multi-purpose response vehicle designed on a robust multi-terrain tracked skid loader.

The addition of the Tac-Cat significantly bolsters the SWAT team’s capacity to operate safely and effectively in challenging environments. The San Diego SWAT team has graciously accepted this contribution, expressing deep gratitude for Mr. and Mrs. Flores’ steadfast support and unwavering dedication to enhancing the safety and effectiveness of the San Diego Police Department’s mission.

September 4, 2025 – PKL Joins Depot Level F-16 Avionics Support at NAS Fallon in Nevada
PKL Services, Inc. (PKL) has partnered with the prime contractor for work on depot-level F-16 avionics upgrade installations at NAS Fallon, NV. The prime contractor approached PKL to support their efforts based on our past performance and industry reputation.
The work for this multiple task order effort will be to upgrade US Navy F-16A/B/C aircraft avionics systems for their use as adversary air assets.
PKL will deliver services via a team of 11 full-time employees in the areas of Avionics, Electrical/ Environmental, Structures, and Supply positions. This is a new contract with no existing personnel and we look forward to expanding the PKL team to fill these positions.
PKL’s CEO, Michael Naylor, said “We are looking forward to this new opportunity to support the Navy and to work alongside the team on this new endeavor. We welcome all the new PKL employees as we begin work on this important contract.”

PKL has concluded a memorandum of understanding (MOU) with the Japanese company, Blue Innovation Co., Ltd. (Blue Innovation). Blue Innovation is a system platform provider that supports building of infrastructure and developing modern drone and robotics solutions.
The purpose of the MOU is to foster mutual intent for developing and providing drone training simulators that incorporate Artificial Intelligence (AI) and other cutting-edge mixed reality technologies.

This collaboration is highly complementary and mutually beneficial, aligning PKL’s proven OMNISPEC® Training System, with Blue Innovation’s vast experience and know-how gained via many years of offering drone training with JUIDA (Japan UAS Industrial Development Association).
The signing of the MOU comes after the companies collaborated at a recent 3-day forum in Tokyo, where we demonstrated our Drone Mission Trainers; Training Simulation for Quadcopter with First Person Perspective (FPV); Maintenance Training Courseware using CBT, AR, and VR; Assistive Live Display Tools; and AI embedded in training software.
Drone technology is evolving rapidly, and its applications are expanding in emergency situations such as natural disasters, aging public infrastructure, and security issues. However, as the number of situations in which drones are used increases, the need for specialized pilots and maintenance technicians, who have mastered drone techniques for each unique situation, is also increasing, and the urgent issue is to create appropriately customized training environments for these diverse mission applications.
Our MOU therefore aims to jointly develop and provide drone training simulators that will reproduce various usage scenarios, using drone x AI technology, which will accelerate our efforts towards the following four goals.
- Provide specialized training programs for different applications, such as drone use in inspection work and disaster or emergency response.
- Develop simulation training that reproduces real-world situations. By integrating AI, we will create a virtual environment to realistically reproduce actual work scenes so pilots and maintainers can learn in a simulator before entering the field to respond to high-risk missions.
- Construct safe and efficient training environments by using simulation technology, allowing pilots and maintenance crews to acquire advanced skills in a safe but realistic environment.
- Create synthetic environments for training and validation of AI models. We will simulate drone operations, with layers of software and algorithms, allowing trainees to process information, plan actions, and control movements, resulting in valuable performance data.
By delivering customized training technologies, our strategic collaboration will improve the technology and capacity of the drone industry. Additionally, our vision for cutting-edge training will increase the production of drone pilots and maintenance technicians who will now possess advanced, mission-specific skillsets, thus strengthening the market competitiveness of PKL and Blue Innovation.
